Plan-C: Coke Douching (Updated)

I learned this weekend that “Coke- douching” was once a practiced form of folklore contraception here in the United States. As this 12/8/1985 Chicago Tribune article on the right reports, science has shown there is some basis in fact for this home remedy as Coca-Cola Classic is an "effective" spermicide. However, the scientists involved with the study don’t recommend this form of birth control due to the speed with which sperm can move out of the vagina.

Left unmentioned is the proper form of douching with Coca-Cola.  I presume one tips back the woman’s legs and pours it in to ensure maximum coverage, sperm killing, and effectiveness. However, that is speculation on my part. If anyone knows from a similar study or personal experience, drop us a line and I'll update this article.

And we have an update. Someone saw my article on Twitter and providing the following information. Apparently "Coke-douching" performed by shaking it up and spraying it in.

As for the rest of her comments:

A)This was a form of birth control, however ineffective or distasteful we find it today.
B) I care little for the "stupid crowd" or its fate.
C) Effectiveness is a matter of opinion.

CIA/ DIA Records on the Bradley Manning Support Network

In response to a FOIA request to the Defense Intelligence Agency, the CIA’s Open Source Center has released two reports on the media coverage of the Bradley Manning Support Network. The reports are innocuous in of themselves. One briefly mentions that a member of the Bradley Manning Support Network commented on an Al-Jazeera show on the transfer of Bradley Manning to Fort Leavenworth. The second report contains a comment from a “Martiaan” who called for another commenter to give a shout-out of support to Bradley Manning during a planned disruption.

The value of these documents is in the fact they were referred back to the CIA by the DIA for release. This provides further evidence that the Defense Intelligence Agency is conducting an investigation of some kind into the Bradley Manning Support Network.

Defense Intelligence Agency, NSA Monitoring the Bradley Manning Support Network

A recent response by the National Security Agency to a FOIA request revealed that two of the most powerful intelligence agencies in the United States are monitoring the Bradley Manning Support Network. 

The extent of the monitoring is unknown but in a letter received today, the NSA revealed that it is tracking, at the very least, media reports on the Bradley Manning Support Network. In the same letter, the NSA said that it had received the document from the Defense Intelligence Agency, which had sent the record back to the NSA in response to a FOIA request submitted to the DIA for their records relating to the Bradley Manning Support Network. 

Again, it is too early to draw conclusions on the extent of the monitoring. The NSA and DIA may simply be monitoring media reports to better prepare for protests, which are occurring at Fort Meade, home of the NSA’s headquarters.

A comparison between the "-Your search - WikiLeaks - did not match any documents-" responses given by the search engine used by the CIA's website and the multiple responsive records found Google, it appears the answer to the headline question appears to be Yes!

On a lark, I entered the term "WikiLeaks"  into the search engine used by the CIA's website. This was the response:

How Strange: INSCOM Invokes Glomar on Bradley Manning Support Network Request

If the existence of an investigation into the Bradley Manning Support Network was odd, the respond of INSCOM to a FOIA request on the matter is straight-up strange.

In response to a FOIA request for their records pertaining to the Bradley Manning Support Network, INSCOM sent the out a letter informing the requesters that their request had been forwarded to the United States Army Criminal Investigation Division for processing. When the requesters followed up, seeking information as to whether INSCOM was still processing the request, they met up with brief resistance before Elaine Rogic informed the requesters:

Per DOD instruction, all inquiries relating to this matter must be forwarded to the U.S. Army Crime Records Center (CRC).  I am unable to answer your inquiry and recommend that you direct your inquiry to CRC.

Further inquiry by the requesters was ignored including a request for clarification as to whether or not INSCOM was invoking FOIA. Administrative appeals have been submitted.

In short, the Bradley Manning Support Network appears to be something special if INSCOM is unable to answer whether or not it has responsive records or even invoke Glomar by itself.

U.S. Army CID Targets Bradley Manning Support Network

In response to a FOIA request, the United States Army Criminal Investigative Division announced that it was engaged in “an active investigation … in progress with an undetermined completion date,” of the Bradley Manning Support Network. As a consequence of this investigation, the Army CID would not release any material responsive to FOIA requests at this time.

The US Army CID has invoked (b)(7)(f) to justify, in part, their denial. This means that US Army CID believes that release of these records will risk the physical well-being of individuals involved with the case.

With WikiLeaks records being withheld, in part, on (b)(7)(f) exemptions grounds, it seems that Army CID has decided that both WikiLeaks supporters and members of allied organizations are a threat to commit physical violence either against investigators or those who cooperate with the investigations.

Koch Brothers Firm, BP Targets of Terrorist Elicitation Attempt

Recently, the Department of Homeland Security and the Federal Bureau of Investigation (FBI) put out an alert warning that “ Terrorists or criminals may attempt to identify critical infrastructure vulnerabilities by eliciting information pertaining to operational and security procedures from security personnel, facility employees, and their associates. Persistent, intrusive or probing questions about security, operations or other sensitive aspects of a facility by individuals with no apparent need for the information could provide early warning of a potential attack.”
Based on the information provided, it is possible to say that the Koch Brothers Flint Hill Resources refinery in McFarland Wisconsin was a target of a possible Islamist terrorist targeting in late November 2008.

Newly declassified records show that on November 21, 2008, “an Arabic gentleman” posing as an investigator for an never identified Atlanta law firm. The caller, seeking information as to "whether Flint Hills could track where the gas tankers were going" had a particular interest in BP shipments. His refusal to give a last name or state which legal firm he was working made the answering Flint Hill Resources employee suspicious causing him to refuse to give out the requested information and call in the FBI which launched a highly-classified investigation.

The six-month investigation by the FBI was ultimately closed without charging or identifying anyone after the FBI's Milwaukee field office decided that it had "exhausted sufficient investigative resources" and that "no potential criminal violations or priority threats to national security warranting further investigation were identified."

US Army CID Implies WikiLeaks is a "Physical Threat," Under Investigation

Citing “an active investigation … in progress with an undetermined completion date,” the United States Army Criminal Investigation Division refuses further releases of that agency's WikiLeaks-related material. In contrast to two previous FOIA requests <here and here> which were promptly answered with released documents featuring limited redaction, this policy shift represents a wholesale end to WikiLeaks releases for the indeterminate future.

Possibly more interesting than the denial of records itself is that US Army CID invoked (b)(7)(f) as a justifying exemption. Under the (b)(7)(f) exemption, records can be withheld if their release “could reasonably be expected to endanger the life or physical safety of any individual.” With the use of the (b)(7)(f) exemption, US Army CID is implicitly stating that WikiLeaks members pose an active, physical threat to those investigating WikiLeaks and/or those cooperating with the investigation.

Intelligence- Preservation Complex: The CIA and Colonial Williamsburg

Few Americans-then or now- realized how much American culture was adapted, modified, hidden, destroyed, or created to serve as weapons against the Soviets during the Cold War. For example, if you've ever seen the cartoon version of Animal Farm, you'll notice significant differences from the book, including the eliminations of characters who served as critiques of capitalism and the creation of a new, positive ending. The reason for these alterations to the narrative is the CIA was funding the film. As documented in the book, Cultural Cold War, the CIA funded numerous festivals, fairs, and publications with the idea of battling Soviet influence.

A random search thrown at the CIA's CREST system uncovered CIA involvement with that historical site. In classified March 1951 memorandum from [redacted]Assistant to the Director to Chief, Foreign Division, the Director's Assistant asks Foreign to provide commentary on a report compiled by a gentleman named Kershaw Burbank who appears to been hired by a John D. Rockefeller III to adapt Colonial Williamsburg’s programming to the needs of the Cold War. Specifically Rockefeller thought "the institution might serve a more useful purpose if the stress were shifted toward portraying the democratic way of life which contributed to America's growth." We know that the Cold War and anti-Communism were driving forces behind these revisions to Colonial Williamsburg programming due to Burbank's desire to have feedback from CIA experts on Soviet Communism. Not to mention that his 26-page report is nothing but a harsh critique of communism and a promotion of capitalism.

In a May 1951 memorandum classified “Secret”, the Chief, International Communism Branch, Staff C writes to [redacted] Assistant to the Director and informed [redacted] that the requested review has been completed. The International Communism Branch, Staff C gave the report middling remarks. Part A of the report is described as having "useful restatement of some of the concepts underlying Soviet/Communist ideology," but then criticizes the analysis for lacking "progress in depth" except for quoting a few list authors and books. Part B is giving higher praise for being "well formulated". However, Burbank is again dinged for lack of depth in his analysis. They also recommend a "through study” of the “Communist/Soviet theory” of 'Democracy’.  Chief, International Communism Branch, Staff C expresses a willingness and desire to review additional reports created by Burbank.

A Liar for God, a Stooge for the Soviets: A Billy Graham Tale

An undated CIA report "Dissent and Religion in the USSR" reveals that the Soviet regime used Billy Graham and other high-profile evangelists to further government goals. According to the CIA study, visits by Graham and others served Soviet propaganda goals and weakened religious organizations hostile to the government. When Graham and others preached in the USSR, the Soviets were empowered to claim that free of religion was present in the USSR.  Graham and others were allowed to “registered church” congregations which the CIA noted denied legitimacy to unofficial or illegal religious groupings which as documented by the CIA engaged in widespread, near- continual resistance to the regime. In contrast, clergy from registered churches were used by the Soviets for their own purposes. Some clerics served as "propagandists for regime policy," while the Russian Orthodox Church received additional support in the hopes it would poach adherents away from religions likely to pose a challenge to continue government domination.

Austerity Porn: National Archives Edition

Thanks to long-standing austerity measures, mindless government bashing and its attending budget cuts, and intrinsic American anti-intellectualism and allergies to history, the National Archives has been forced for a number of years now to panhandle for funding through a private charity, the Foundation for the National Archives. This is particularly appalling because by all sane measures, the National Archives is one of the most effective, useful, necessary, and efficient government agencies out there. I have and continue to do extensive research with NARA records and I have never encountered anything other than fast, polite, and otherwise stellar services from all elements of that agency.  Frankly, what little Americans know about history can, in my opinion, be almost entirely credited to the folks at the National Archives. 

This year’s pitch is particularly sad as the Foundation for the National Archives is seeking funds for the National Archives Genealogy Fair which will teach interested folks about, “records relating to the military, immigration, court, census, land, African Americans, Native Americans, and Canadian border crossings,” among other things.  In short, the Foundation for the National Archives is forced to supplicate for the funds necessary to accomplish its core mission and responsibilities: inform Americans about itself and its missions teach Americans how to use its records, and educate Americans about their history and heritage.

Don’t get me wrong. I support their work. Since the American right has decided to neglect this aspect of governance, the National Archives is forced to seek private sector support. However, government spending via fundraiser is going to lead us to a dark place because, after all, “The Friends of OSHA or “The Foundation for EPA” are not going to draw many donors.

Christopher Hitchens Was the Subject of an FBI Foreign Counterintelligence Probe

First, the CIA Glomars a Hitchens- related FOIA request. Now the FBI is trying to dodge my FOIA requests regarding Christopher Hitchens. Upon his death, a FOIA request as submitted seeking all FBI records pertaining to Hitchens. In response, the FBI released 19 pages of previously released documents without giving me even the right of appeal. Nor did they bother to give me a sheet listing which pages they withheld so I am not even sure of the file’s size.

The released material is riddled with b(1) redactions with (S) and (C) written next to them. This means the withheld information, despite being years and even decades- old “could be expected to cause damage to the national security” in the case of confidential classified material or “serious damage to the national security” in the case of the Secret information.”

However, the FBI’s redactions and handling of the request does not preclude us from gloaming some insights from the released material. The first two pages of material are the newest and are from INS. They are name check requests conducted by the Immigration and Naturalization in March 2005.

The next five pages of material are heavily redacted but reveal that Hitchens was the subject of a 105 investigation. A 105- file is a file pertaining to “foreign counterintelligence”. Why Hitchens was the subject of a counterintelligence probe is withheld, but there is a discussion of his activities as a Oxford socialist/Trotskyist” and that it had been discovered that Hitchens might be traveling about the United States on a scholarship. However, searches by INS and State found no records on him, so it appears that the investigation was dropped.

Hitchens comes to FBI’s attention again in December 1981. However, the record in question is almost entirely withheld on “national security” grounds. The rest of the record relates to Hitchens activities in 1983. In the beginning of the year, the United States Secret Service request information on Hitchens “in connection with the granting of a press pass for admittance to the White House.”  The FBI responded back with several memorandum and airtels which have been withheld in their entirety on “national security” grounds. There is a essentially redacted teletype from July 1983 revealing that Hitchens is involved in some foreign counterintelligence investigation, but nothing more.  In August 1983, the FBI attaché in London reported to the director that they had no information on Hitchens' travel plans and some wholly- redacted information, information redacted on “national security” grounds.  The rest of the file deals with an autumn 1983 request by Hitchens to become a permanent resident.  Except for a background form filled out by Hitchens, most of the information is withheld on “national security” grounds.

In response to a FOIA request, the CIA has invoked Glomar and refuses to confirm or deny the existence of any records pertaining to Christopher Hitchens.

I honestly suspect there are some records due to his past associations with communists and just the global nature of his work, fame, and persona. I am willing to wage a modicum of my meager wage that we will have some confirmation of this when the FBI responds to FOIA requests seeking Bureau records on Hitchens.

"Rampant Corruption Among the Security Forces," Ineptitude Hindered Peruvian War on Terrorism

Information recently declassified in response to a Mandatory Declassification Review to the Central Intelligence Agency reveals that “rampant corruption among the security forces” and “interservice rivalries” hampered the Peruvian war on terrorism in the late 1980s and early 1990s.

Also discussed is the role of Libyan money played in supporting the organization which the CIA believes was behind a spike in the capabilities of Tupac Amaru Revolutionary Movement (MRTA), which included as well as support to a wider-range of fellow terrorist organizations than the CIA was willing to publicly acknowledge. Support from MRTA was not only extended to Bolivian terrorists but also a terrorist group in Argentina and possibly elsewhere.

The CIA noted that the MRTA posed a challenge to the Sendero Luminoso, a larger, more rural terrorist organization operating in Peru at that time. The CIA believed that MRTA's successful attacks inside Lima and the publicity they generated were likely behind the uptick in violence by Sendero Luminoso occurring at that the time.

CIA/ Mandela Porn: The Best CIA Documents About Nelson Mandela

In honor of the 22 anniversary of Nelson Mandela's release from prison, I have compiled from the CIA's publicly released archives, a collection of the most interesting documents and factoids available on or about Nelson Mandela.

In response to a Mandatory Declassification Review, the CIA processed a 9/26/1986 Directorate of Intelligence Report titled,” Nelson Mandela: What if Alive and Well and Free in South Africa [redacted].

The report reveals that Mandela, despite South African claims to the contrary, was not a Communist. Additionally, Mandela refused to renounce violence in order to secure his release from prison, preferring to remain in jail because he “almost certainly believes that his remaining in prison serves the black cause better than his accepting a conditional release. He evidently calculates that his continued imprisonment keeps international attention focused on the South Africa problem and discredits government reform efforts that do not include him.”

Another striking feature of the report is that Mandela was viewed as particularly close to death and there was an acute fear of him dying in prison.

Compare this version to the 2006 release version and you'll notice that despite the passage of twenty years and the deaths of many South African, African National Congress, and American figures related to this issue, we're still not allowed to know a single additional word of the report. In fact, the CIA released the document with zero new information declassified. The only difference is that the CIA switched the color of the redactions from black to a white.

One of the scenario likely contained within redactions of the above document is a renewed military campaign by the ANC. According to an article in the 4/8/1985 Terrorism Review, “if [Mandela] were to leave the country and actively resume his position as head of the ANC, many young blacks would follow him to fight under his leadership” and “ a reinvigorated ANC with Mandela at the helm might even cause a shift in attitudes among leaders of neighboring black states. They are currently are following a policy of cautious détente with Pretoria, but their hatred of apartheid could overcome fear of South African retribution if they believed the ANC's military campaign had a reasonable chance of success.”

If this Mandela reader is giving a different view of Mandela, this is because you're seeing Mandela as the American and South African governments viewed and portrayed him at that time. He had yet to win. He was still a terrorist. The ANC was still a Soviet-backed terrorist organization.

Here is a 10/28/1961 Central Intelligence Bulletin reported on a sabotage campaign by the African National Congress which was called for by Mandela and which “would concentrate initially on telephone lines and government offices but later might include roadblocks and railroad sabotage.”

This 3/31/1979 National Intelligence Daily reports on the African National Congress's view that “terrorism, civil disorder, strikes, and propaganda are the only practical means now available to break down authority within South Africa.” It also reported that the ANC was receiving assistance from the Soviet Union, Cubans, and East Germany while possessing infrastructure in Mozambique, Zambia,  Tanzania, and Swaziland.

This NIE -94-4: Prospects for the South African Transition- is an estimative product on how the transaction from apartheid would occur. The US IC predicted a 1 in 20 chance which, the CIA believed "would push South Africa to the brink of anarchy" and lead the ANC to "resort to large-scale violence to protest such an outcome." This wasn't the only violence predicted by the CIA. This NIE is laden with violent end game scenarios resulting murder, mayhem, and bloodshed.

In addition to the violence, this NIE is notable for calling out early Nelson Mandela's commitment to economic pragmatism. Too bad, Mandela's supporters didn't read this he smashed their hopes for economic justice. The CIA also predicted a 1 in 100 chance of an act of nuclear terrorism.

My favorite two factoids:

1. One in 8 South African whites were involved in the internal defense structure necessary to maintain apartheid in mid 1980s. 
2. Interestingly, black townships were built to facilitate white dominance. As documented by the NIE Township roads wide enough for a South African armored personnel carrier to make a U-turn, House built no closer than  a specified distance so as not to impede police weapons fire and to make it more difficult for a fugitive to evade authoritiesConvenient vantage points for police vehicles to gather and monitor wide areas of the townships.A distance between the boundaries of the township and main highways in the area that exceeded the range of a high-powered rifle, presumably to protect travelers from snipers and even errant police shots in the event of a serious disturbance.   

Libya's support to the African National Congress paid off when Mandela, grateful for Libyan assistance during the anti-apartheid struggle, called for the end of sanctions against the Qaddafi regime. South Africa also began to cultivate Libya as a market for South African goods.

In NIE 94-4 Prospects for the South African Transition, the American Intelligence Community found that hardline white South Africans were plotting to steal uranium. The American IC predicted a 1 in 100 chance of an act of nuclear terrorism.

Arkan Declassified: What the CIA Was Willing to Disclosed

Željko Ražnatović aka Arkan was the most mediagenic, infamous, and well-known Serbian warlord. Married to glamorous turbo-folk singer Ceca, owner of a leading Serbian soccer team, and possessor of the best-trained thugs in all the Balkans, he had little competition in that regard.

In response to a recent FOIA request seeking "all previously released records" pertaining to Željko Ražnatović, the CIA released just two records. The first is a FBIS translation of a Slovenian media article titled, "Rape as a Means of Battle" in which the authors report on the allegations the rape warfare strategies employed by VRS forces in Bosnia were organized, approved, and defended at the very top. The second - and far more interesting document- is a copy of the portions of the CIA's April 1999 Terrorism Review dealing with possible anti-American violence spawned by the NATO intervention against Serb genocide in Kosovo.

While I honestly disbelieve that Arkan named his group the Serbian Terrorist Organization Resistance Movement (STOP). I do not disbelieve that Arkan had the capacity- probably an organized, named capacity-to strike at the United States. However, I doubt he would have used it to defend Serbia. I base it not only on his failure to use it, but also the fact that Arkan was about Arkan first. While Hungary, Macedonia, Croatia, and the rest of the Balkans might be willing to tolerate his criminal enterprises, none of them could or would tolerate terrorist attacks on its soil, much less directed  terrorism at it. A single Arkan ordered terrorist attack would meant the end of his lucrative rackets. Thus, why, in part, there were none.

A rapid method to procure documents from the CIA is limit your request to "previously released records." This means sacrificing your right to appeal and usually (but not always) receiving stuff in the public domain. Y

I recently submitted several such requests for Yugoslav leaders such as Milovan Djilas, Aleksandar Ranković, Slobodan Milosevic, Željko Ražnatović (Arkan), and Edvard Kardelj. In the cases of Djilas, Ranković, and Kardelj, I received significant numbers of hard-to-find documents relating to the men. My request for Arkan's files, I was given two documents a FBIS translation of a Slovenian newspaper article and a copy of a Terrorism Review."

In response to Milosevic, I received two "requester reports"- a one- page report and another eight page report. I am not sure how they were created, but they list every previously released document on Milosevic. I done some research on the CIA's websites. The check marks means you'll find it searching for "Milosevic" while the an "x" means you have to search for that specific document. No marks means you'll most likely have to order it up.

In 1994, at a point during the Homeland War when 1/3 of Croatia was occupied by Belgrade-backed rebel Serb forces,  a time when the Croatian economy was under severe stress,  at the tailend of the failed, ill-conceived Muslim-Croat War, Croatian Vice President Vladimir Seks found time in his schedule to lobby the United States Parole Commission on behalf Vinko Logarusic, informing Logarusic's case analyst that "the Republic of Croatia has no objections to Mr. Vinko Logarusic traveling to and from Croatia, on a single or continuing basis or any objections to his eventual permanent residency in the republic of Croatia.” As you can see from the second document in the PDF, this letter was a product of an effort by Logarusic to receive permission to travel to Croatia after his release.

Logarusic, as this 6/22/1994 letter from Logarusic's Case analyst to Senator Metzenbaum shows, was a vicious individual who "participated in a Croatian terrorist ring from 1975-1981 and were responsible for two murders, several attempted murders, approximately 15 bombings and attempted bombings, an international extortion scheme involving 50 United States victims and the transportation of weapons and explosive throughout the country. According to a "U.S. Attorneys report,” “the crimes committed by this terrorist were among some of the most violent ever committed in the United States over a sustained period of time".

Yet, Seks was willing to allow Logarusic to visit and live in Croatia.
